Legal Question in Construction Law in Illinois
I had a whole house water filter installed and part of my house was flooded. I don't think the guy that installed was a licensed plumber. The company will not respond to phone calls and the installer doesn't want to turn it in to his insurance. I have a verbal quote to fix the central vacuum at $750. I don't know what route to take to get this fixed ASAP.

Sue them in small claims for your damages, or hire an attorney to do so for you.
