my apartment does not have an oven, the landlord says he doesn't have the money to install one, what are my rights?

Maybe none. If you moved into the place knowing there was only a stove, or less, you may be too late because this is the kind of thing that usually is checked out before you rent. On the other hand if the landlord promised you one and you can prove it, that could be a different story. If you have a written lease or any correspondence between you and the landlord about this, you can have an attorney review it for you.
