i bought a car from someone of the internet and when i got home i noticed the mileage had been changed? can i sue

Possibly. It depends on how the car was described and sold to you, whether you were given an odometer certificate that indicated the actual miles were not the same as the miles shown on the odometer, and other relevant information.
