Legal Question in Consumer Law in Illinois
I bought a used car on 11-27-09 with the stipulation that 2 things be fixed. They kept the car for 5 days, and when I picked up the car, neither item had been repaired. Is this a breach of contract? And can I return it?

If the stipulated repairs were part of the sales contract, then you have a breach of contract claim. The remedy for such a claim may include the return of the car and the sale price. If the repairs were not a part of the sales contract, you may still have a breach of contract cause of action. It would be wise for you to discuss the details of this matter with an attorney to find out your other options.
