Legal Question in Consumer Law in Illinois

Car sales

I purchased a car from a dealer in Illinois. They sold it without having a lien release from the previous owner. I am not able to transfer the tilte until they obtain that lien release. Are they able to legally sell the car without having complete paper work? Do I have any leagal rights to return the car. It has been 19 days since the purchase date? Time is of essence in this matter, I have 11 days left to get the vehicle registered in my name before I have penalties against me. If I have any leagal grounds to return it please let me know. I have a ''LEMON'' that is already having problems.

Again, I live in Iowa but purchased the vehicle in Illinois and the title is actually registered in Minnesota.

For lack of a better word it sounds like they sold the car on consignment. By that I mean they are using the money you paid for the car to payoff the existing lien. To make matters worse it would appear that you had no idea this was taking place. My advise to you is to inform the dealership you are returning the car because you have not received title do to the lien. If they give you any problems inform them you are going to call the Illinois Attorney generals office and file a complaint. You might also have to retain an attorney on your behalf to get this matter resolved.
