is it legal to charge a fee for 'no show' medical appointments or restaurant reservations?

I've heard of doctor's charging if you don't cancel an appointment in a timely manner, but I think collecting a fee for a no show restaurant reservation is a new on for me. I don't know if it's legal or not, but collecting the fee would be pretty difficult since you likely wouldn't even have the person's address.
