consumer rights with utility companies
I am being billed again for febuary with electric company. Febuary's bill was paid on time, they claim there was an error and now are trying to collect it.

It sounds as though the electric company has revised your February bill. If the revision is correct, meaning that you were underbilled on the original February bill, then you owe the additional amount on the revised bill. If the original bill was correct, and the revision is not correct, then of course you do not owe the additional amount. If the bill is just a duplicate, but the utility simply failed to credit your payment, then you owe nothing. Basically, you owe for the services you consumed, whenever billed, not a dime more and not a dime less.
