consumer rights
is it a violation to have the village street light and God knows what else hooked up to a residence with bill fluctuations being from 79.00-300.00 per month and receiving the ''run-around'' for nine years? how do I receive compensation for all the harm that has been caused?

You will need to sue the village and the utility company, which will be difficult, but it may force them to pay attention and give you an answer.
