Legal Question in Consumer Law in Illinois
Is it legal for the municipal water and sewage provider to contact a landlord or the lien holder of a property contract sale to inform them about billing information of the tenant or property purchaser?
Does this violate Illinois or federal consumer privacy laws?

Huh? Towns that require a meter reading as part of a sale or lease will require this information so they know who to bill for the charges to date and after the closing. Property sales and many leases are a matter of public record one way or the other, so to the extent that relevant information is required, and a public service is sought, there is generally no privacy violation.
