minimum purchase with check card
Is it legal for a store to require a minimum purchase for me the consumer to use my visa check card?

Sure. They don't have to accept credit cards at all. They pay a fee to allow you the convenience of using your card, and I wouldn't be surprised if there was a minimum charge. The store has to make a buck too, and if they half the amount of your charge for the visa fee, they won't be in business too long.
