Legal Question in Consumer Law in Illinois
I purchased a brand new scooter from a dealer in Missouri. It has been 3 weeks now and I still haven't received my title, which means I can't apply for a license plate. He has consistently told me he will take care of it, but still nothing. I would like to return scooter, but he says I can't do that. Do I have any rights? I paid cash and do have a bill of sale.

I would say your options are: wait, hire an attorney to send a demand letter, sue him, or contact the Secretary of State's office to see if there is any way to received a title with the documentation you have.
