Legal Question in Consumer Law in Illinois

I purchased some double hung replacement windows. During the winter, I have had problems with them icing up on the inside and allowing cold air infiltration where the sashes meet. I contacted the company that sold and installed the windows. They have tried various types of weatherstrips, but ultimately, I feel that this is an unacceptable fix. They have also tried to get manufacturer reps to look at the problem. They too have tried weatherstrips. This has gone on for a year and a half. At one point in this ordeal, they said that this was a known issue and that they had been getting calls from other customers with the same problem. Then, later, they acted like they couldn't understand how the windows could be leaking because they haven't seen this anywhere else. When I remind them that they said they knew it was a problem, they deny it or change the subject. I now have demanded a refund. During this whole ordeal and especially since demanding the refund, I feel that they have resorted to stalling and giving me the run around. I think they hope I will just go away. There are many more details to this situation, but what I really would like to know is, what legal recourse do I have in a situation like this? Any information you could provide would be helpful. It sounds like a breach of contract complaint should be filed against them, or if money judgment small enough a small claims case.
