Legal Question in Consumer Law in Illinois

Selling candy to a four year old child during the early afternoon.

Is there some type of law that would prevent store owners from selling candy to a little child that is by himself and comes into there store at 11:30am. Can this store be shut down. My nephew snuck out of the house and went to the store when he was suppose to be taking a nap. Shouldn't the store clerk have called the police. We have so many missing children today and this one may have been in that catagory. No inquires was made, they just made there dollars off of a four year old boy. Please let me know if there is some type of law against this type of behavior.

No there is now such law. However, how did a 4 year old sneak out of the house during nap time without being noticed by the adult who should have been there?
