trash
is it illegal if a garbage man goes through my trash to find a name on a letter.

Believe it or not there is case law which essentially says that once you put it on the curb, you no longer have any expectation of privacy. So, anyone can go through your trash, if they like. If you do not want something read, you need to shred it.
Really though, this sanitation engineer might try to find a more rewarding and fulfilling hobby.
