This is an issue of contract not consumer law. Look at the terms and conditions of your contract. Then ask yourself a few questions such as: 1)how much was the contract? 2)what were you supposed to be provided by the designer?

3)when was the website supposed to be completed? If you have paid for what you contracted for, but have not received a complete website and the completion seems to have been postponed repeatedly or have not been met then, I would urge you to seek the help of an attorney. Otherwise, going by your story there is no end in sight. Paying $5,000 for a website that could be turned off by the designer anytime is not ideal. Moreso, your business/personal reputation might also be on the line because your website was being turned on-and-off. The current situation will not help the image you are trying to project.

You need to examine your initial agreement and its terms. It does not seem right that he is doing this to you and if he is, in fact, breaking your contract, you can sue him for damages and possibly an injunction to have him stop it.
