Legal Question in Credit and Debt Law in Illinois

In 1996, I owed a university a balance off a tuition. Today a collection agency is stating that the university is collecting on a loan (it is not a loan, to my understanding). Is there a statute of limitations on a school debt not school loan?

As far as i know it is 10 years.
