1. I have a phone message that tells me if i fail to call them it is considered a failure to appear and I will be arrested

Is this true?

I called the number, they knew my name and was looking for my ex spouse, if they could not talk to her they would send me a summons to appear in court. (Ive been divorced for 32 years and have no idea where this woman is).

2. Can i get a summons for bills created by a woman Ive been divorced from for 32 years?

No. In fact, the party that called you violated the Fair Debt Collections Practices Act. You could sue them!
