Can an adult recieve back owed child support from their parent?

The past due support is owed to the ex-spouse, not the child, unless the order directed payments to the child directly (which is unlikely.) The ex spouse can assign the right to collect the money to the child, but that may make the obligation dischargeable in a bankruptcy. So the simple answer is no.
