Auto loan of deceased spouse

My Father-in-law died 3 months ago. He had an auto loan in his name only. The banking institution told my Mother-in-law she could not receive the title even if she pays the loan off. Is this true, and if so, what do we need to do in order to sell the truck?

I would hope that there was just some miscommunication. His estate is certainly entitled to the title after the vehicle is paid off. If he had a will, ownership of the vehicle will be determined by the will. If not, it will go to his spouse and children according the the laws of intestate succession.
