Beating debt owed to Nextel!

My girlfriend was in Mexico for a college program a year and a half ago. She did not know that she had to switch her phone over to an international plan to avoid the HUGE phone charges to come for calling her family back in the USA. They have already turned her in to the collections agency. Should Nextel have notified her when they saw her bill going significantly higher than ever in her history as a customer? Is there a way to beat the $6000 owed to Nextel for 1 month's phone charges in Mexico?
