Bill Collector or Consultant Company

Are bill collectors/consultant companies able to come to your home to collect a debt? The guy only gave me a cell to contact him and an 800 number that just rings w/no answer.

It is not clear to me as to whether you are the collector, or if the person you are trying to contact is the collector?
