Can a bill collector continue to call and harass you by phone or record you at all times taht they wish to

Hi. If it is a creditor collecting on their own debt, they have more latitude to bother you, although there are still limits to what they can do. If it is a collection agency collecting on behalf of someone else, they are strictly governed by the Fair Debt Collection Practices Act, which has strict rules regarding collection practices.
