bother-in -law passed away left everything (double wide and 2 trucks worth about 20000) to his sister is she responsable for unpaid hospital bills (3000) in illinois?

If her name is not on the title prior to his death, the the proper way to pass title is through a probate estate, allowing the creditor to file a claim to paid the money they are owed. If she used a Small Estate Affidavit, she is obligated to pay the claim.
