Legal Question in Credit and Debt Law in Illinois

My boyfriend has an old that he keeps in the parking area where he lives. It was recently towed to an impound lot. When he asked what happened they said they did not know who it belonged to because it does not have plates. However, the neighbors know that it is his car because they see him working on it all the time. There is suppose to be a 7 sticker notice placed on the car, but when we went to the impound lot there is no sticker. Currently the car is stil in the lot and we cannot get into the car until we pay money for at least the tow and everyday they are charging more to keep the car. We do not have money to get the car out, and since there is no sticker that the police were suppose to put on the car, and the president of the FHA has no reasonable explanation for why or how to get this resolved we are looking for legal help.

I don't think you have any legal recourse for an old car with no license plates that was towed. You might also want to pick it up before it sits there long enough for them to apply for a new title.
