Legal Question in Credit and Debt Law in Illinois

I sent several cash for somebody who that is supposed to be for Educational purposes, she run away, she�s hiding, and never used the said cash for going to College.

Can I sue her? Can I file any legal case? Is this a form of ESTAFA or Embezzlement?

Can I recover my cash? Is this case punishable by law?

Sure you can sue her. You might even be able to win. The important question is, can you collect? If the money is gone, you may just be throwing good money (and time, and energy) after bad. You likely would need to sue her in the county in which she resides.
