Legal Question in Credit and Debt Law in Illinois

Child support

Is it legal for 2 states to take out current child support on the same child? I have been paying current child support in Iowa for over a year and at the same time Illinois has been charging me curretn child support which has resulted in me oweing over 5,500 dollars in back child support to Illinois. Is this legal?
