can a debt collector put a freeze on a checking account for one person when the only money going in is social security and Veterans Disability for another

They can, but you can also claim it as exempt to prevent them from getting the funds turned over. You were given an opportunity to respond, you need to claim your exemption before that opportunity runs out.
