Collection Agency does not want to negotiate, they want $1500 (original balance $340). How good are my chences to negotiate lower ammount with judge?

You need to prove to the judge why the judgment should not be $1500.00. Chances of success are dependent on their basis for the debt amount and the type of debt and proof the agency has.
