Collections and wage garnishment

My grandmother is currently in a court dispute with a collection's agency. The agency claims that she has a debt from a credit card, and that they have been attempting to collect the debt for some time now.

When she was served several months ago, my mother began paying the debt to show good faith before showing up in court. During the first hearing, she request a verification of debt. When they were unable to produce it, she refused to make any further payments.

She's never received a collection's notice, the information they have on file does not match hers, and they cannot produce verification of the debt. They continue to ask for a continuance with the judge.

Today we fund out that the agency has moved her file from ''collections'' to ''garnishments''. Can they do this? What are her recourses?

If the case is in court only a judge can make a final decision.
