Credit Card Debt after Death of card holder

My father recently passed away and is survived by my mother who is unemployed and on social security. Their house is paid off and she received very minimal life insurance upon his passing. My question is, is she responsible to pya ny outstanding credit card debt that was in my fathers name? I have been having allot of trouble finding an answer on this matter.
