Legal Question in Credit and Debt Law in Illinois

Can a creditor still charge you interest if they are already garnishing your wages? The amount of interest is almost the amount that they are taking out of my paycheck.

Absolutely. The judgment creditor is entitled to interest as specified in the order until paid in full. The judgment creditor is limited in how much can be garnished, so it is entirely possible that the interest could equal, or even exceed, the amount garnished.
