Does the Fair Debt Collection Practices Act and the Fair Credit Reporting Act apply to 1st party vendors trying to collect a debt?

Not sure what you mean by vendors but the acts you mention do not apply to original creditors collecting on their own debt and the act only covers consumer debt.
