Hello. Can a gymnastics gym owner hold a parent responsible for tuition after the child transfers gyms? Can a 30 day notification be held up?

It depends entirely on the terms of the written agreement. If you are the gym owner, I would suggest you consider whether it is worthwhile to pursue one month tuition, since if you do, obviously this parent will never transfer back to you and will certainly tell anyone who will listen how awful you are.
