Legal Question in Credit and Debt Law in Illinois

I've had a few issues with paying my HOA's fees. I spoke with them in Nov, wasn't able to pay in Nov, they sent it to a lawyer who collect townhome/condo HOA fees.

My question is: can the association collect 1/3 of the HOA in late fees i.e. if the HOA fee is 150 bucks can they collect 50 in late fees. The item is listed as late fee... not late fee and administrative cost...

Can the lawyer charge 185 bucks for setting up a payment plan. ? All of the this seems illegal

It depends on the declaration and the by-laws. They can probably charge a late fee, as well as reasonable attorneys fees incurred in collecting the past due fees.
