when a judgment has been entered in the courts can I negotiate with the attorney?

If it has been less than 30 days, I would recommend going with a motion to vacate the judgment. There isn't a whole lot of room to negotiate once the judgment is entered, but you can usually arrange a payment plan (or else they may garnish your wages instead).
