can i legally pay 5 dollars a month to collection agencies that are after me for past due hospital bills

You can pay what you want. Whether that will satisfy the creditor is a different issue. It may. It may not. Paying that amount does not mean they will not sue you.

No. I don't know where this "urban myth" comes from, but it is completely unfounded in the law. It is amazing to me how many people believe this when it is absolutely untrue. Consult with an attorney about your particular situation.
