loan
Loaned friend about $10,000 in 1997 for tuition for vocational training and housing.
He makes good money but will not make the smallest attempt to repay now that he is able.

If you have something in writing, you can sue him. However, the amount is in excess of the limit of small claims court. If no writing, you might just be out of luck. You should discuss this with an attorney.
