Legal Question in Credit and Debt Law in Illinois

medical bill

I have 3 step children who I carry the medical insurance for, their mother takes them to the doctor and fills out all paper work, I received a bill in the mail for treatments dating back to July of 2006 for medical bills not covered by insurance, co-pays, ect. am I correct that she should be liable for these bills because I have not signed any paperwork or even visited this docor, she is after all the legal guardian, I just carry the insurance for them?
