It would appear that your only choice is to sue him. Is the a written agreement? Does it include a provision that he pay attorneys fees? You can represent yourself, remembering that Abe Lincoln once said the person who represents himself has a fool for a lawyer.
Sometimes a letter from an attorney will get folks to open their wallet, but probably less than half the time. Your only other option is to file a lawsuit. The burden will be on you to prove that this person owes you money. There are also statutes of limitations that limit how long you have to sue someone.
