Paying for parking tickets / village sticker
due to finacial burden I signed a promisory note to pay for
parking tickets i never received.Can I get out of the agreement and sue the village and the collection agency that is threatning me to suspend my drivers license?

I would think a collection agency which is threatening you with DL suspension could be violating the Fair Debt Collection Practices Act. You should contact an attorney familiar with this Act in your area.
