If you receive a credit card in the mail without asking for it and never use it or sign it are you liable for any debts if it is stolen?

It is unusual for an unsolicited card to be sent out. Someone applied for it. If you didn't destroy it, an argument can be made you accepted it. However if it was stolen, then you are not liable under , I believe, FTC rules.
