Legal Question in Credit and Debt Law in Illinois

I received a collection settlement offer in regards to a phone number I had about forty years ago, When I moved out my mother kept the number but never changed it to her name. She died a few years ago and I assume left this debt. Do I have to pay it? She lived in NY and I move away many years ago and got married etc. etc.
