Legal Question in Credit and Debt Law in Illinois

I received a notice from the IL Dept of Human Resources saying that I was overpaid 72.00 in food stamps in May 1988. This is the first notice I received from them and was even addressed to my previous name which I haven't used for 20 years. Isn't there a statue of limitations on this since I am only required by law to retain my financial records for 10 years and have no way to dispute this.
