Can they repo a car from someone out of driveway while being worked on.

As long as the people taking the care had the proper paperwork and there was no violence, yes. The ex-owners are entitled to any personal property which may have been in the car at the time. Frankly, the impound lots are not what you would call safe, so if there is any personal property involved get it as soon as possible.
