Any person who pays any bill, fine, charge or fee of the City with any check or draft which is subsequently returned unpaid to the City because of insufficient funds or because of a stop order on such check or draft, shall be liable to the City.......Should two (2) such checks or drafts be returned within a one-year period, no further payments shall be accepted from such person except in the form of cash, certified check, cashier's check or money order for a period of six (6) months from the date of the return of the second check or draft

Question:::: If two different people write one check each for the same acount number that is returned, does this rule apply?

There is probably a good argument that it would not apply. However, the phrase, "You can't fight City Hall" did not become popular without good reason. They have essentially unlimited resources, and little incentive to settle. You need to decide how important this battle is to you--it could become expensive and time consuming.
