Statue of Limitations

For seven years I have been trying to collect on a judgment against an individual who was paid money to build my husband and me a home; but the job was never completed. What is the statute of limitations on collecting this money? Do most collections lawyers, in their attempt to collect, prefer to ask for a percentage of the recovered amount OR does a lawyer prefer to charge an hourly rate for his/her work? In most cases an attorney or collection agency will charge a percentage of what is collected. If your judgment is over seven years old then you are going to have to file a petition with the court to renew the judgment in order to continue to collect on it.
