Legal Question in Credit and Debt Law in Illinois

Have a student loan in my husbands name. he has stage 4 colon cancer and is on soc sec disability. we are trying to apply for a forbearance but cannot get past the collection agency to get the forms.

are we elidgible for a forbearance if the loan has been turned over to a collection agency?
