Wage garnishment and withdraw from my bank

My wages are being garnished to pay back credit card, but they also took money from my checking and savings account without my knowledge. Can they do this?

They are required to send notice within three days after they send the third party citation to the bank to you. Have they not done this? It seems like you must've found out somehow.
