Bungled Police Investigation
If the police make a mistake (or are corrupt), while investigating a
case, (resulting in a suspect being exempt or immune from
investigation or prosecution), can either that police department or
the suspect be sued in civil court?

In situations where a police officer decides to
arrest a citizen and it later is determined that the person is innocent of a crime, the person arrested may file a lawsuit for false arrest and seek damages. Of course the same is true in instances where a person is the victim of police
brutality. I have handled cases like this before in my practice. Filing in state court is usually a better deal than filing in federal court.
