Community rights relating to pedophiles

I am building a home in a new community and just found out that a convicted pedophile is living right down the street from me. As I have two small children this is of great concern. What are the rights of the community relating to these people to keep our children safe? People who already live in the community have gotten the word out to other residents of this person, but I think the pedophile needs to know that we are watching. Is it within our legal rights to put together a petition with all signitures letting this person know that we are watching and if anything is out of place we will tell the authorities right away? If not, can you tell me what we can do? Thank you for your time.

It's unfortunate but that person has served his time and is entitled to live in peace. You can check out the terms of his parole and see whether he still has to comply with anything and, if so, what those terms are. But, no, you cannot harass him.
